Opportunity Information: Apply for PAS DKR NOFO FY19 01

The U.S. Embassy Dakar Public Affairs Section (PAS) Annual Program Statement is a small-grants opportunity from the U.S. Department of State that funds public diplomacy programs designed to advance U.S. strategic objectives and strengthen relationships between the United States and Senegal and/or the United States and Guinea-Bissau. A central requirement is that every project include a clear U.S. element, meaning a tangible connection to the United States through U.S. experts, organizations, or institutions in a relevant field, with the goal of increasing understanding of U.S. policy and perspectives. Projects may also incorporate Senegalese or Bissau-Guinean alumni of U.S. government exchange programs as a way to reinforce people-to-people ties and extend the impact of prior U.S.-supported engagement.

The announcement highlights several priority program areas that applicants are encouraged to address. Suggested topics include promoting democratic values and good governance, countering violent extremism, countering trafficking in persons and forced child begging, increasing opportunities for youth, and promoting womens empowerment. While these are framed as suggested themes, the overarching expectation is that proposed activities align with PAS goals and demonstrate how they will build mutual understanding and durable ties with U.S. partners or U.S.-linked expertise.

Programs are expected to target key audiences in Senegal and/or Guinea-Bissau, with an emphasis on groups that can multiply impact in their communities. The notice specifically mentions youth, rural populations, civil society actors, local leaders, and journalists, but it leaves room for other audiences if the applicant can justify their relevance to the program objectives. The implicit focus is on practical, community-facing initiatives that can reach influential intermediaries or underserved groups, and that can credibly connect local priorities to broader democratic and social resilience goals.

Funding is provided as a grant under Fiscal Year 2019 Smith-Mundt Public Diplomacy funding. The total funding available is USD 100,000, with an anticipated six awards depending on the size of individual grants. Individual award amounts are expected to range from a minimum of USD 10,000 to a maximum of USD 25,000. Project performance periods may run from three to 12 months, and proposals should be designed to finish within 12 months or less. The anticipated program start date listed is September 30, 2019, and the opportunity is explicitly subject to the availability of funds. The Department of State also notes the possibility of non-competitive continuation funding beyond the initial budget period, but only if funds are available, performance is satisfactory, and continued support is judged to be in the Departments best interest.

Eligibility is limited to certain types of organizations, with PAS encouraging applications from Senegal and Guinea-Bissau. Eligible applicants include registered not-for-profit organizations and associations (including think tanks and civil society or non-governmental organizations with programming experience) as well as non-profit or governmental educational institutions. For-profit or commercial entities are not eligible. A strict submission rule applies: each organization may submit only one proposal, and if an organization submits more than one, all proposals from that organization will be ruled ineligible.

To apply, organizations must meet several administrative and registration requirements. Applicants need a DUNS number from Dun and Bradstreet and must have a valid registration in SAM.gov. They must also obtain an NCAGE/CAGE code. Beyond registrations, organizations must have a bank account, a physical address, and an accounting system capable of managing grant funds and reporting. The required application package is available through the U.S. Embassy Senegal website funding opportunities page, and applications that do not follow the stated instructions or include the required components may be deemed ineligible.

The application requires standard U.S. government grant forms and supporting documentation. Specifically, applicants must submit SF-424 (Application for Federal Assistance), SF-424A (Budget Information for Non-Construction Programs), and SF-424B (Assurances for Non-Construction Programs), along with a PAS proposal form that includes the DUNS number, NCAGE code, and SAM.gov registration number. A budget form is also required, as well as copies of emails or other proof showing completion of the DUNS, NCAGE/CAGE, and SAM.gov entity registration steps. All required registrations are described as free of charge, but they must be completed for an organization to receive an award.

Applications are accepted on a rolling basis up to the closing date, but no applications are accepted after June 30 (original closing date June 30, 2019). Submission is by email only, and all application materials must be sent to DakarNOFO@state.gov. The opportunity listing identifies the funding opportunity number as PAS DKR NOFO FY19 01 and ties it to the U.S. Mission to Senegal under CFDA 19.040, which applicants can use to confirm they are referencing the correct solicitation when preparing and submitting materials.
